About the Israel Energy Forum

The Israel Energy Forum (IEF), is the leading advocacy group in Israel the field of energy. The IEF strives to secure a sustainable energy future for Israel.

The IEF conducts original research in the areas of energy efficiency and sustainable energy policies, as well as promoting relevant legislation, and fostering policy debate and analysis, whilst encouraging dialogue between the various stakeholders involved in the energy market in Israel.

As Israel confronts increasing demand for energy, it faces new challenges in shaping and developing its energy market, in light of its newly-found offshore natural gas deposits.

Proposals for new fossil-fuel based power plants and additional energy infrastructure in densely populated areas continue to arise, making the need to develop innovative approaches for the sustainable management of the country’s energy needs for present and future generations stronger than ever.

The IEF was founded in 2007 by Ms. Yael Cohen-Paran, former General-Director of Greencourse and Dr. Shahar Dolve and Mr. Noam Segal who specialize in energy policy. Members of the IEF's Board and Public Advisory Committee includes leading researchers in the Israeli academia, as well as industrialists, and energy experts.

IEF projects in recent years include:

  • Working with government and lawmakers to promote energy efficiency policies – the IEF has contributed and helped shape Israel's first national energy efficiency master plan announced in 2010;

  • Working with municipalities to promote energy efficiency in local authorities in Israel as part of an EU-Aid program (together with the Heschel Center, the Union of local Authorities in Israel and ICLEI - in the years 2010-2013) ;

  • Leading the campaign to withhold natural gas exports from Israel, including an appeal submitted to the Supreme Court with a bi-partisan group of Knesset members (in the years 2012-2013);

  • Conducting an extensive policy research project on renewable energy in Israel, aiming to achieve a zero-carbon energy market by 2040 (in the years 2012-2013);

  • Leading and conducting a long series of round-table discussions between environmental NGOs in Israel and the Israel Energy Corporation (2008-2011).

The Israel Energy Forum would like to thank the generosity of the following philanthropic foundations for supporting its activities and promoting its goals:

  • The European Union

  • The Green Environment Fund

  • The Heinrich Boell Foundation

  • The Beracha Foundation

  • Yad Hanadiv

Israel's Natural Gas Market

By recognizing the need for long-term planning of energy sources in Israel, the Israel Energy Forum is leading the public advocacy campaign against the planned exports of large quantities of natural gas from the recently-discovered offshore deposits in the Mediterranean near the coast of Israel.

Israel's Natural Gas Market

Renewable Energy

Sustainable energy is one generated from renewable sources, which do not pollute the envrieonment.

The Israel Energy Forum is working to promote renewable energy generation in Israel to replace coal and diesel-oil.

Renewable Energy

Zero Carbon Israel

The Zero Carbon Israel 2040 study explored the feasibility of generating 100% of Israel's electricity from renewable sources. The study's findings indicate that if extensive, natioanl-level energy efficiency policies are implemented in Israel, as much as 95% of its electricity in the year 2040 can indeed be generated from renewable sources. Also, acheiving an 80% renewables target implies no additional costs to consumers.

Energy Efficiency

Since founded in 2007, energy efficiency has been one of the Israel Energy Forum's focal areas. The Forum has conducted several studies and advocacy work to promote energy efficiency in Israel.

The Sderot Retforfit Project

Thanks to the support of the JNF/KKL and the Ministry of Housing, the Israel Energy Forum is leading the first energy-oriented retrofit project in the southern development town of Sderot.

Water-Energy Nexus Study

The Water Energy Nexus (WEN) study serves as a pre-feasibility study on the technical, economic and geopolitical viability of a water-energy nexus arrangement between three countries in the Jordan River Basin: Jordan, Palestine and Israel.

The WEN study is an initiative by EcoPeace Middle East (formerly Friends of the Earth Middle-East), in partnership with the Konrad Adenauer Stiftung. EcoPeace Middle East commissioned the Israel Energy Forum to lead the research together with Core-Qumran group in Palestine and Rayer Ltd. in Jordan.

The study involves 15 scholars from different countires.
